No, I'm thinking it's per prestige. If you skip a tier, you get the benefits of that rank, but bank interest is per level owned. Having all levels is required for maximum interest rate.

Yeah, that's why I think they should give reason to buy the prestiges instead of sitting on the coins. If it increases the interest, there's less reason to just sit on it in the bank.
