    I don't know the specifics of applicable laws, but I'd imagine there be jail time involved. Still wouldn't do anything crazy. If somebody steals my hdd I'd be more pissed that I lost unrecoverable data.

    It depends, it can definitely be more immersive & consistent than a random collection of art found on the internet. It all depends how skilled/lazy the person generating/transforming them is. CAn't beat purpose made game art by a skilled artist though.
