I know of a few, but I can't think of any names right now (Sorry, I'm a little tired). Based on what you're looking for, you should avoid Ren'py, since those are usually just straightforward AVN games—either with choices or a sandbox—which isn't really what you're after.
You'll have better luck with RPG Maker, Unity, and even UE5.

This is a flavor that's not for everyone, but I'll mention it because it's very different gameplay loop wise and I think it's amazing, but "Sin Spire" is a sort of retro-3D dungeon crawler/shooter where you "purify" the monsters roaming the halls. I honestly think it's a good game even removing the porn, but I also think the lewd stuff is quite good. It is horror themed, and has a decently high difficulty curve for some people, but if those don't make it sound less interesting I'd recommend taking a look.

R u looking fpr resource collectors only? "Monster Black Market" (Unity) was a pretty fun resource managment game. Has loads of Taboo things.

Aren't all non-first person games voyeur in a sense? I assume you mean the MC spies on people having sex... in that case, perhaps the ntr-themed games would be where to look?

I feel like I once played a game where the MC spies on his mom slutting out, can't remember the name

But seriously i did think "you" instantly. Just that ugly thing popped in my head as i was typing. But in gruncle stans voice and laugh.
