The hype over new tech is pretty minimal nowadays, last big thing I remember was the ps5 and that's pretty much just better processing speed and graphics, but even then, nothing like the difference between the previous generations.

Actually, I don't think so. I think geography is part of destiny. Yes, money is important. But there is no advantage in making a lot of money in a very shitty place. You don't really need more money, especially when you have limited means to spend it. Good money and an average life in a good city is enough. Too much of one and not enough of the other makes life miserable. If you have a lot of money but no place to spend it, life is shit. There are many places to visit, many restaurants to spend money, many activities to socialize, but if you have no money, life is shit. But if the opportunities to spend your money are very good and the money you earn is very good, then the dream is perfect.

Too lost in one mindset and belief to see any other way to achieve their goal I'd think, at least for an inworld explanation.
Though I think its more that Bethesda's PR team would have never let them go with that story
