If I make a new account I would stay in off topic and get 0 messages and tons of reacts.
It would be hilarious having tons of reacts with no messages but I am not sure if there is any active enough off topic.

I doubt it. getting reacts in off topic is hard, to achieve.
Here you get reactions just for post. Some people here react to any post.
In off topic no one reads. all there is post without reading the post before them. Just the headline.

Reacts is hard to get I only get a few hundred every few days now.

especially hard for a newer account, I'm trying to have more reacts than posts, so that my posts aren't low effort, but I'm not clever enough for high effort posts

Just join in on concersations like you are now, then it will come to you soon enough, and throw out a react yourself from time to time.
I know you have the cooldown on them, but if people see you react to posts, they might be more willing to give reacts back.
