Yeah, but if you injected that onto someone else's website it would be considered a form of malware. XD

Hover, yes, the rest, I don't think so.
But even the hover one most site should block it with custom CSS, as for users to not abuse it and pollute the site.

This is not CSS, must be BBCode, which I'm not familiar with.
On CSS, using the :hover modifier, you can add styles that will only show upon when hovering the element, so you can use it alongside background-image as to change whatever is showing. But I think only specific simpler attributes are customizable.
That being said, I really have to add some flair to my profile. I'm P4 since months ago and still don't have a banner nor a signature. Hahaha

i think it's an addon to xenforo tho. i found some examples online but all of them use different verbs [tooltip],[hglink] etc etc.
