Time in hibernation is not equal to age in any practical sense. Chronologically they're "older", but shouldn't be thought of as such socially or legally

Well no that's the thing. Their cells don't keep dividing. And the way you separated it into physical and mental is wrong. They're still the same age both "physically" and "mentally", only their nominal age actually increased (or chronological age as mentioned previously).You've got to differentiate between physical and mental age. Physical age? Sure, their cells kept dividing, they are now 10 years older. Mental age? They certainly do not have 10 years of additional learning, wisdom and experience.

age is measured in time (years). and years are measured in revolutions around the sun. your experience during those revolutions around the sun are irrelevant.

if somebody put themself in stasis or whatever and stay like that in 50 or more years, then it will biologically like it was on moment he was before stasis, but absolute time will be different and that mean... duh... whatever mean he will be young but spend its time 50 years and nobody now dont know him, he must start all from beginning, new friends, learn new technology, other people psychology, new work, is it worth?
Correct. The difference it's between biological and chronological (administrative) status. If you are 10 years old and, for any reason, your body (brain included) stop to grow old and after 8 years your body awaken, biologically you are 10, chronological you are 18, but for the State you are 10. Different if the brain it's active. In this case you are 18 for bot and also for the State. Basically, in a civic sense, biological age matters. Chronological is the wrong term for that, Chronological age is pretty much when you are born on a calendar.And you can have someone that biological 18 and chronological 10. The mind stop but not the body. your not going to let some one drive a car that like that (if you know)
