Why do off-topic thread replies not count when it comes to membership+?

What's the reasoning behind that? Like ok, you have to make those restrictions we get you but some changes to the requirements are soooo random for example:

Why do active members have to spend more time on the forum?
Lurkers to gain access have to get thropies but... to get them you have to have to comment, like you wont get to 10 without it

Im not trying to shit on mods or anything like that (they already have gotten a lot of hate recently) but it just seems soooo random almost as if those changes werent thought through, maybe im wrong idk, if somebody could clear this out I would like to be corrected

Off-Topic is less moderated, you can even spam here to a certain amount. That's why it doesn't count.

There will be more Trophies, the current ones are the basics ones that comes with the forum software. There will probably some for membership time.
