Restricted meaning

I'm not an English. I know the meaning of the word 'restricted', but how does it apply in this constest?
Does it mean that the game can not be donwloaded? That some special persmissions applies? That it is reserved for some acoounts?
In example: I was looking for 'Little Green Hill' and there is not a way to download it.

Right under the title of the restricted forum it says: "Games that have been restricted from other forums/websites."

With regard to downloading, I don't know why you can't do so, but restricted is not the reason.

Restricted Games are games that are restricted on other sites (who will remain nameless).

As for Little Green Hill, I tested a couple of the download links and they are working. If you ever come across broken links be sure to Report them so we can remove or update.
