Notifications pop-up but empty list

Since the site update I keep getting notifications (the bell showing a number), but ever time I open the notifications it just tells me that there is nothing there. Is this an error with the website, or does it have to do with a change in how we are allowed to view content?

Oh, I see. So the notifications are from games I follow that are not blocked until I meet one, or some, of these goals. Did I get that right?
