Everything in moderation is my moto. Shorts are more modest and highlight a figure far more than underpants lol. Besides that, shorts can be combined with other clothes to make for more sexy outfits. Tights under shorts are cute/ sexy depending on who wears them, which you cant do with panties since theyd cover the thing you are wanting to see i suppose. Im rambling, moral to the story is modesty is sometimes more sexy than straight up nudity or lewdity
