It's just very inconsistent. There are games with openly posted loli patches that are fine to stay up. And some text based games with clear loli content. It's not a universal rule, but I think in general, if the "all characters are 18+" disclaimer actually seems like it could plausibly be true (if you squint), then it belongs in Games.
