No, the game isn't designed for you to need to start over to get a full update. Previous decisions determine content so players aren't made to go through certain paths they may find objectionable or not fun. This can limit the content in certain updates.

You'd be surprised what you can create with some relatively common-ish items. It does not mean you can create high concentration compounds, nor that you can do it safely. But it can be done.
Depends on the content. If there's good tags and a generally okay amount of content, I'll give it a look. Most of them are frustratingly missing stuff, but there are some that definitely are worth playing. Midlife Crisis is one that comes to mind. Long Lost Daughter is another.

Absolutely agree with you. I'm someone that believes that games should have an ending for many reasons. Not only does it stop games becoming stagnant, but it forces more games to be made and gives players the satisfaction of both getting new games and getting the final feeling of completion.
