I figured it out, if you click the blue base flag, there is a call option to summon all missing player characters to you. Just make sure to change their location command under move or they will just wander back to where they were before. -

ok i cant seem to get both the starting 2 north of the big middle village. is there a way to auto swap without going up to the other character? or maybe call for them to you, as the move option doesn't let you put them inside enemy villages -
