Big Brother was one of the biggest games years back- arguably the flagship of the "largely useless 18 year old kid becomes Man Of The House and seduces/molest his two sisters, mom, and horny aunt" genre. It was genuinely good, lots of grind but beautiful renders and you felt actually rewarded...
Pure step, the premise is that a divorced father is marrying a widowed mother and the game starts as his son is moving in with them. YMMV on how much that scratches your incest itch.
(Not certain if the dev plans to add the boy's mother to the mix)
Next Steps has a similar theme- you play as both the Dad and the son (and the stepmom I think); there are/will be routes for both of them to get involved with the step-mom and step-daughter, and for the step-mom to sleep with other men.
Probably get arrested, but should be able to get off for it. Examination of the body should reveal it was dead long before you beat its head in, and at that point the worst you could go down for would be desecration of a corpse.
Maybe you would. I don't think it would play out the way you'd want it to, though. And I don't think the people with the actual resources to make what you want are anywhere near as singularly fixated as you are.

Radiant: Excellent game, very long update wait though. MC gets car crashed into a multi-year coma immediately after knocking some girl up with triplets
Lessons in Love: Even better game in my opinion. MC has near-total amnesia of his entire life up to the day the game starts...
Lot of pressure options in between "do nothing" and "invasion". And I doubt it takes a high level of pressure to get a foreign government to agree to "shut down ****Card".

Also occurred to me there's another option I'd be into which is also sort of the opposite of NTR: a homewrecking-focused game, where the MC is married and the love interests are cucking his wife.
Very few of those as well, I can really only think of two that really focus on it.
I can't imagine anybody putting that much money and effort into an alternate payments system for loli games.
But I can imagine the "Billionaire runs private offshore financial system for child porn" headlines if they did, and the resulting furor in or against whichever country they were running...
