Doubble check where your downloads folder goes, and check the formatting on that drive. But yeah probably not that then. To Isolate: Try with another browser and if you can access an external drive, try to copy a file larger than 4gb to the external drive(exFat or another format that supports... -

The 4GB limit sure reminds me of the limit of filesize of FAT32. Make sure that the drive you are downloading too ain't FAT32 -
