Somehow you installed the mod twice. Once in the right place, and once in the wrong place.
You need to drag the entire "game" folder in the zip file to the game's main folder.

Yeah, that had me confused as well. Glad I'm not the only one who thought that.
I grabbed 1.022 B FE elsewhere and only then saw a release tagged as 1.023 on other sites like here.
In that case get Unren and decompile the .rpa files first, then add my mod.
( I'm still not able to figure out why this happens. On this release I did not have to Unren the .rpa files, but I did have to on the last release. >.< )

Then someone needs to update the link on the OP; that link goes to the w4 final 3 patch (the previous release), not the w4 final 4 patch (this latest release).

Like the others who've already noted, UN-checking the "Mute All" button fixed the issue with the animations not playing.

NOTE: This time it worked without having to unren the .rpa files (at least, for me it worked this time). But if you get errors or your old saves won't work, you may need to extract them after all.
For whatever reason, I hadn't seen this particular error, though I have seen other errors when having to both un-rpa and then decompile the .rpyc files to .rpy files.

No, you don't need to do that, it's just what I do since I almost always "follow along" with the game files as I play (to fix typos, bugs, whatever).
Just drop the .rpa file into the ./game/ folder and it will work fine. (y)
